Terms of Use §5 Domains with Illegal Activity

According to Terms of Use §5 Domains with Illegal Activity:

Domains that are used for illegal activity such as spam, scam, malware, phishing, etc. will be disabled immediately and permanently…

My domain receives DMARC aggregate reports of people sending emails claiming to be from my domain. As I have no control over who send email claiming to be from my domain, would my account be immediately and permanently disabled if the people who are spoofing my domain are sending spam, scam, phishing, etc. emails?
